Ownership by different blocked persons is aggregated, so two sanctioned owners holding 25 percent each also make an entity blocked. Because that entity's addresses will not appear on any list, attribution and beneficial ownership research are needed to find them.

What is OFAC 50 Percent Rule?
The OFAC 50 Percent Rule treats any entity owned 50 percent or more, directly or indirectly, by one or more sanctioned persons as blocked, even if the entity is not named on the SDN List itself. For crypto compliance, it means screening has to consider ownership and control, not just listed names and wallet addresses.
